A-two day African Ports Evolution, West Africa edition forum, has opened in Accra with the call for regulation and competitiveness to control the industry.

The forum was designed to provide West African government, terminal operators, port authorities and service providers up to date information on port expansion and development plans in West Africa.

It was also to provide critical insight into doing business in the region’s ports as well as highlighting the opportunities from in the oil and gas sectors.

Mr Chibuike Rotimi Amaechi, the Nigerian Transport Minister speaking at the opening ceremony said technology is critical in the maritime industry to facilitate information sharing among stakeholders.

He called on various port authorities to introduce competitiveness in the industry to enhance effective trade facilitation.

IDF and the National Single Window Concept

The Government of Ghana, in 2011, introduced an electronic Import Declaration form to streamline import management process and facilitate the speedy clearance of goods through customs, while improving record keeping.The National Single Window concept developed by the United Nations Economic Commission for Europe in 2005 is an effort to harmonize and standardize international trade procedures and associated information flow between traders and government.

GRA introduces E-Zone facility at ports

Ghana Revenue Authority (GRA), as part of the Ghana National Single Window Project, has established electronic payment zones at some major ports in the country.This is expected to facilitate payment of port charges and other services by exporters to the Authority. Exporters in the past have had to endure several bottlenecks in transacting business with the GRA and the proposed arrangement will make it more flexible for shippers and other stakeholders.

Single Window gets high UN ratings

The rating, which was contained in the United Nations Economic Commission for Europe (UNECE) case study report, highlighted the efficiency in reducing the human interface in trade transactions and allowing the processes to be automated.The report commended the technical partners for the project, West Blue Consulting for reforms in reducing the pressure on the government to ensure efficient, fast and reliable clearance procedures.

The Customs Division of the Ghana Revenue Authority has partnered with West Blue Consulting Limited to organize a two–week training programme in Accra for GRA’s Examination Officers.The training was training in line with the recommended international best practices on Examination technique which borders on Customs Physical Examination Techniques, Examination Support Tools – Pre Arrival Assessment Reporting System (PAARS), a Multi Agency Risk Management Systems (MARMS) and an overview of the ongoing Ghana National Single Widow.

Shippers appeal for ICT training

Mr  Saeed Moomen, Chairman of the Northern Region Shippers’ Committee (NRSC), has appealed to West Blue and the Ghana Shippers’ Authority to consider offering ICT training to shippers to enable them transact businesses online.He said majority of the shippers in the country were not ICT literates and such training it would enable them to transact businesses online especially with the introduction of the Ghana Single Window (GSW).
