West Blue trains stakeholders on paperless port

In line with the government’s directive to remove customs barriers within the country and ensure a paperless port by September 1, 2017, West Blue Consulting has successfully organized a two-day workshop for stakeholders in the import and export sector.The workshop which was organized in collaboration with the Ghana Revenue Authority (GRA) was to prepare participants for the upcoming pilot run of the Paperless Trade in Ghana, encourage discussions and sharing of perspectives.The participants took part in practical information sessions and discussions, and tried their hands on the identified systems.The stakeholders who took part in the training were, Ghana Export Promotion Authority, Ghana National Chamber of Commerce, Food and Drug Authority,

The goal of the Ghana National Single Window (GNSW) platform is to provide an interface to existing customs management systems and not to replace, as many people envisage, officials of West Blue Consulting have said.According to the General Manager of the company, Mr Aminu Uthman, the project being spearheaded by West Blue was to provide a single platform which would serve as an interface for existing systems as part of efforts aimed at reducing paper-based processes and further eliminate the duplication of date and multiple submission of documents for port clearance processes.
Mr Aminu, speaking at the just-ended seminar on Single Windows (SWs) and Port Community Systems (PCS) in Cotonou in Benin, indicated that while Ghana did not have a single window presently, the processes for the deployment of the project were progressing steadily.

West Blue Consulting, the technical partners of the Ghana National Single Window (GNSW) project is working feverishly to accelerate cross border trade among Ghana and its trading partners.To this end, the company is ready to roll out an eManifest platform  next month, as part of the implementation of the GNSW project to enable customs officials of the Ghana Revenue Authority (GRA) to access advance information on all cargo arriving in the country by air in real time. This is a departure from the existing practice in which customs officials have to shuttle from one airline operator to the other in search of such information.

Chief Executive Officer of WestBlue Consulting, technical partners of the Customs Division of the Ghana Revenue Authority, Ms. Valentina Mintah is confident Ghana will meet the timelines for going paperless. Vice president Dr. Mahamudu Bawumia at the recently held port efficiency conference at the instance of his office indicated the quest of government to see a 100 percent migration to paperless transactions in the ports of Ghana by September 2017.This he believes will ensure the elimination of corrupt practices and also inject some amount of efficiency in the clearance process and port operations in general.

The Joint Implementation Team of the Ghana National Single Window (GNSW) is set to roll out a new automation system which will entirely eliminate the use of paper in customs transactions.The prioritised paperless system will allow the trading community to access service anywhere using any electronic device.The introduction of the new system follows the identification of bottlenecks and leakages in the existing operating system which were also said to be unduly delaying business time.

The Trade and Industry Minister, Alan Kwadwo Kyeremateng, has indicated that importers and exporters will experience a full reduction of administrative charges at the port by 25percent under the implementation of the Single Window.The Sector Minister said Government is expected to achieve an overall reduction in the administrative time and cost of trading internationally by 50percent and 25percent respectively in the next three years under the National Single Window project.He indicated that the introduction of the Ghana National Single Window will reduce the time and cost of trading across borders and ensures predictability in delivering goods to markets to enhance global trade.

Ghana’s Minister of Finance, Ken Ofori-Atta has urged the trading community to fully embrace the new transparency and compliance level developed through the introduction of the Ghana National Single Window (GNSW) project in the country.According to him, “I see no room for backtracking on this approach and call on all government officials in the various ministries to fully support the effort of our trading community to do their business efficiently and profitably”.Mr Ofori-Atta made the call in a speech read for him at the second National Single Window Conference held in Accra today.He thanked all his fellow ministers and their respective departments in the good work done to date towards the implementation of the GNSW project. “I also want to compliment our technical partners and especially West Blue Consulting for the great progress made”.
